Legislative Program

The Richmond Regional Planning District Commission manages a legislative presence at the state and federal levels on behalf of the needs shared among the nine localities of the Richmond Region. Staff represent the Commission's interests before elected officials and governing bodies.

RRPDC Regional Legislative Agenda

Each year, the RRPDC adopts legislative positions to guide staff on legislative issues during the following year. The RRPDC Board will often add or remove issues from the legislative agenda throughout the year as appropriate.

Capital Region Caucus

The Capital Region Caucus is comprised of the state senators and delegates that represent portions of the Richmond Region. The Caucus is managed by two Co-Chairs, who are elected by their peers to serve for two years. The Co-Chairs are nominated and elected such that both the Senate of Virginia and the House of Delegates are represented, as well as both political parties.

The Capital Region Caucus is staffed by the legislative staff of the Co-Chairs, as well as the legislative liaisons from throughout the Region. During the General Assembly Session, representatives from the counties of Chesterfield, Hanover, and Henrico, the City of Richmond, the Richmond Regional PDC, the Crater PDC, and the Greater Richmond Chamber of Commerce hold periodic meetings with the Capital Region Caucus. These meetings facilitate the exchange of information about the work of legislative committees and study commissions, as well as activities within each jurisdiction.
