Rural Transportation Planning

The Richmond Regional Planning District Commission (RRPDC) has been providing rural transportation planning services since 1995 to the non-urban, rural area of the counties of Charles City, Goochland, New Kent, and Powhatan.  This assistance is principally funded through an annual State Planning and Research (SPR) grant through the Rural Transportation Planning Program of the Virginia Department of Transportation (VDOT).

The Rural Technical Advisory Committee (RTAC) is comprised of staff from Charles City, Goochland, New Kent, and Powhatan counties; RRPDC staff, and a representative of VDOT.  Ridefinders,  the Federal Highway Administration (FHWA),  and the Virginia Department of Rail and Public Transportation (VDRPT) support the activities of the rural transportation program.

VDOT, with assistance from the RRPDC and the Rural Technical Advisory Committee, has completed the Rural Long Range Transportation Plan. There is an interactive map of the projects found in the RLRTP.

RRPDC staff conducts rotating annual technical assistance projects for the four rural localities as part of the Rural Transportation Planning Program.  In FY17, PDC staff completed Powhatan's chosen project: Route 60 Corridor Study: Maidens Road to Cumberland County Line internet viewing version or printable version. PowerPoint overview of the 2015-2016 Powhatan Rt 60 Rural Trans project presented at a work session of the Powhatan County Board of Supervisors on December 12, 2016.

Past local projects have included: transportation related studies, vehicular circulation, pedestrian, trails and transit; corridor studies and plans; needs assessments; state funding applications; and local comprehensive plans and ordinances updates/reviews.
